The following information provides an overview of terms and filters used in Development.i

In progress

Includes applications and requests from lodgement until a decision is made. It also includes applications where the applicant has made representations against Council’s decision, where the outcome of the representations is yet to be issued.

Decided

Includes applications and requests that have been decided or currently under Appeal and not superseded by a further approval.

Past

Includes applications and requests which were decided and have been withdrawn, lapsed, cancelled, or superseded by a further approval.

All

Includes In progress and Decided applications and requests.

Development

Includes all applications and requests included in the application type filter.

Use filter options are determined by the type of application group seleted.

The filter has two levels - a higher level in dark blue, and in many cases, sub categories are provided for the higher levels underneath in lighter blue.

Development applications are divided broadly by the activity groups listed in the Ipswich Planning Scheme 2006, refer to Planning Scheme Schedule 1 Dictionary and as prescribed by the Planning Regulation 2017, refer to Planning Regulation Schedule 3 Use terms for local planning instruments. The sub categories available is not exhaustive in that it does not try to cover all definitions in the Planning Scheme, but rather, provides selected categories that are common interest to the community. If you would like to see other categories, please contact Council's Development Planning Branch to provide feedback. When using this filter, note that not every development application received by council is classified by use which may limit your results. Currently, application group filtering is only available on applications lodged since 1 July 2017. Over time this functionality will expand for applications prior to this date.

The date range filter provides the ability to refine results based on a period. The period can be based on the record create date or decided date of an application or request.

Material Change of Use

Development applications for material change of use require assessment under Council's Planning Scheme or the Ripley Valley PDA Development Scheme. In general terms, a material change of use is the start of a new use, or an increase in the intensity or scale of an existing use on a site.

Reconfiguring a Lot

Development applications for reconfiguring a lot require assessment under Council's Planning Scheme or the Ripley Valley PDA Development Scheme. A reconfiguring lot is the process for the creation of new lots by subdividing or rearranging the boundaries of existing lots. A reconfiguration also involves creating access easements.

Building Works Assessable Against the Planning Scheme

Development applications for building work assessable against the planning scheme do not involve a material change of use but involve a building project which does not meet the standards required by the Planning Act 2016 or Council’s Planning Scheme.

Operational Works

Development applications for operational works require assessment under Council's Planning Scheme and/or State legislation. Operational Works includes a wide variety of works, such as:

  • Clearing Vegetation
  • Drainage Work
  • Earthworks
  • Landscaping
  • Roadwork
  • Signage
  • Stormwater

Plan Sealing

Refers to Council's final approval of a plan of subdivision. It is also informally known as a "plan of survey" or the "plan sealing" process. In general terms this process is where Council checks that all relevant conditions associated with a reconfiguring a lot and/or an operational works approval have been met and then approves the plan. The plan is then submitted to the Titles Office for registration. When the plan is registered in the Titles Office, the lots are officially created.

Variation Request

A variation request is part of a development application for a preliminary approval for premises that seeks to vary the effect of any local planning instrument in effect for the premises.

A variation approval is part of a preliminary approval for premises that varies the effect of any local planning instrument in effect for the premises. This also includes a preliminary approval to vary the effect of the Planning Scheme under section 242 of the Sustainable Planning Act 2009, in accordance with section 286 of the Planning Act 2016.

Exemption Certificate

An exemption certificate is intended to be used as a tool to address the inappropriate categorisation of development. An exemption certificate may be issued under the Economic Development Act 2012, Planning Act 2016 or the Queensland Heritage Act 1992 and remove the requirement to obtain a development approval. For more information refer to section 71A of the Economic Development Act 2012 and section 46 of the Planning Act 2016. Note: only exemption certificates issued by Ipswich City Council will be available on Development.i.

Superseded Planning Scheme Request

A superseded planning scheme request is a tool whereby a person may request that a proposed development be assessed and decided under a superseded planning scheme. The request to lodge an application under a superseded planning scheme must be made within one year of the new planning scheme taking effect. For more information refer to section 29 of the Planning Act 2016.

PDA Compliance Assessment

Compliance assessment is the process of endorsing documents (plans, works, reports, strategies), as required by a condition of approval. The endorsement is required prior to any works commencing and may be repeated where a different design or solution to that already endorsed is sought.

Note: compliance assessment is only applicable with the Ripley Valley Priority Development Area.

Modification (Change/Amendment)/Extension

Modification (change/amendment)/extension applications or requests is the process for making changes to approvals or seeking extensions to the currency period of an approval. This includes both applications made under the Planning Act 2016 and the Economic Development Act 2012.

Refers to Interim Use, Local Area Plan and Modification Cancellation Application types.

Code

Code assessable applications are assessed against the relevant assessment benchmarks set out in Council's Planning Scheme. Where the application meets criteria, it may be approved. If it does not meet some criteria, that part of the application may be refused or approved subject to conditions. This type of application does not require public notification.

Impact

Impact assessable applications must be assessed against Council's Planning Scheme as a whole, to the extent relevant. These applications must be publicly notified to take into account the community's views and provides third party appeal rights to any submitters.

Other

For the purpose of Development.i the "Other" category is used to capture any application that has been received that did not trigger code or impact assessment under the Planning Scheme.
Note: This filter includes minor changes of code and impact applications.

The below references all application acronyms used within Development.i.

ADP

Refers to an Area Development Plan, which are applications made within the Springfield Structure Plan Area.

CA

Refers to Combined Approvals, which are applications that involve more than one application type. For example, a combined application for material change of use and reconfiguring a lot.

EXC

Refers to Exemption Certificates. For more information, refer to section 46 of the Planning Act 2016.

ILUP

Refers to Integrated Land Use Plan, which are applications that were made within the Ripley Valley Priority Development Area prior to 2013.

IU

Refer to Interim Uses, which are applications for particular uses within the Springfield Structure Plan Area. For more information, refer to section 2.6 of the Springfield Structure Plan.

LAP

Refers to Local Area Plans, which are applications within the Springfield Structure Plan Area. For more information, refer to section 2.2 of the Springfield Structure Plan.

MA

Refers to Modification Application, which are requests for a permissible change or an extension to the relevant period made under the repealed Sustainable Planning Act 2009.

MACAN

Refer to Modification Application Cancellation, which are requests to cancel a development approval issued under the Planning Act 2016.

MAEXT

Refer to Modification Application Extension, which are requests to extend the currency period of a development approval issued under the Planning Act 2016.

MAMC

Refers to Modification Application Minor Change, which are requests to change an approval issued under the Planning Act 2016.

MAOC

Refers to Modification Application Other Change, which are requests to change an approval issued under the Planning Act 2016.

MAPDA

Refers to Modification Application Priority Development Area, which are requests to change an approval issued under the Economic Development Act 2012 within the Ripley Valley Priority Development Area.

MCU

Refer to Material Change of Use, which are applications for material change of use.

OD

Refers to Other Development, which are applications relating to operational works (signage) or building work assessable against the Planning Scheme.

OW

Refers to Operational Works, which are applications for operational works relating to:

  • Clearing Vegetation
  • Drainage Work
  • Earthworks
  • Landscaping
  • Roadwork
  • Stormwater

PDA

Refers to Priority Development Area, which are applications made within the Ripley Valley Priority Development Area since 2013.

PDACA

Refers to Priority Development Area Compliance Assessment, which are applications for compliance assessment for all other matters not related to PDAEE associated with PDA approvals.

PDAEE

Refers to Priority Development Area Engineering and Environment, which are applications for compliance assessment for engineering and environment matters associated with PDA approvals.

PDAEXC

Refers to Priority Development Area Exemption Certificates, which are Exemption Certificates issued within the Ripley Valley Priority Development Area. For more information, refer to section 71A of the Economic Development Act 2012.

PDAEXT

Refers to Piority Development Area Extension, which are requests to extend the currency of an approval issued under the Economic Development Act 2012.

RAL

Refer to Reconfiguring a Lot, which are applications for reconfiguring a lot.

SPSR

Refers to Superseded Planning Scheme Requests. For more information, refer to section 29 of the Planning Act 2016.

SSP

Refer to Signing of Subdivision Plan, which are requests plan sealing.

SSPRV

Refer to Signing of Subdivision Plan Ripley Valley, which are requests plan sealing within the Ripley Valley Priority Development Area.

VA

Refers to Variation Application, which are requests for a variation approval.
